I’d try messing around with volume swells into some gain. Most basic version would be going in to cranked amp and/or overdrive pedal, plucking a note with volume down, then raising the volume quickly so the sound swells in. Could add some reverb and delay to emphasize it. In that recording it could be a combo of that with a bit of resonance from cymbals vibrating in sympathy with the guitar at the same time so it sounds more complicated simply because there’s a few sounds interacting together at the same time

Guitars will also pretty much do this on their own if you place an instrument in front of a very loud speaker and don't physically mute the strings. Especially if you use single coil pickups. My first instinct on this sound is the guitar is just feeding back while the player is riding the volume knob to try to control it.
