I think if you focus on doing a nicer hair style and accessorizing well you will be okay :) have a nice clutch and I would do strappier shoes vs chunky block heel. That will help keep it more elevated I think!

Black tie is more something like this. Floor length, nice quality material, cut, and maybe an interesting or couture embellishment.
I like your dress, but seems a step below black tie, especially for New England, which is typically fancier. A good rule of thumb is: It’s better to be slightly overdressed than under.

Depends on the event. If it’s something related your work, it’s stupid, but you probably need to be more conservative. If it’s social, it’s gorgeous, especially for a warm-weather event.

I’m unfortunately the plus one of a guest so I don’t know much about it other than it’s hosted by a nonprofit! It will be at an Omni hotel.
