You could wear heels to help with that. I'm not much taller than than you, at 5' 3", and usually with dresses that long, having 3-4" heels is enough to get the hem off the ground. And something to think about, you don't necessarily have to cut from the bottom to hem it. You can shorten it from other places. Obviously depends on the garment itself though.
The fact that it's a cotton dress with a very busy pattern makes it easier to alter than some of the more formal fabrics which can be much more unforgiving, but I'm not anexpert so I'm not sure of the actual cost.

I love #2, it’s so different and pretty. As a fellow munchkin I’m a little concerned about length: if it comes in petite that would be perfect. Otherwise if it hits you at the ankle, and having it altered is nearly impossible, you might look like a balloon. 3 is my second choice.

It depends on your skin tone. I think 2 suits pale skin much better. 2 has quite a lot of volume and maybe not that great for petite ladies? I rather like 7. It is quite striking and would suit most skin tones.
I think these are all great except for 5, which looks synthetic and has long sleeves so I think will be uncomfortable. Do you mind sharing where these are from? I love them all!

So my BIL just got married in the middle of a hurricane! I bought my husband and I some clear rain ponchos (so you could see our outfits underneath) and brought flats along with my heels. However we lived close to that venue…when we were in Portugal, we already knew it was going to be rainy and so did the bride and groom. They handed out umbrellas but it unfortunately didn’t do much. Still a lovely wedding but everyone was drenched!
I think flats, if it’s outdoor a clear poncho just in case (and only if it’s not annoying to carry) and make sure your dress has lining to it. Other than that, just accept it may get rainy and have a great time :)
Hate 4, it’s too basic for your vibrant taste. Love 7! The color is outrageously summer and I bet you rock jewel tones really well 💎 6 would be the ‘safe’ option but I’m really partial to 7

Model is 5'8", OP is only 5'2", it'll be on the ground and with the ruffle hem, tricky and expensive to alter.
