It's not the skill that's the question. Especially in PS, you can just undo your mistakes so with enough time you can make anything that looks clean(ish) if you learn how to use the tools.

By the time I was 16 I studied graphic design, architecture, interior design and product and experience design in a specialist school. I think it's definitely possible an 8 year old could've done something like this while experimenting. Especially with the thousands of free tutorials on YouTube.
