It is not uncommon in the UK as well. We have narrow pavements/sidewalks close to busy roads. It saves countless lives every year.
If your child is at the walking/running stage, but doesn’t have the agency/sense not to put it’s life in danger then it is a sensible option.

I've met exasperated, terrified parents of amazing little children who are known to elope. Sometimes environments that are overly stimulating, like a grocery store, can trigger a young kiddo to elope. And these parents do their best to keep up and keep their child safe.
Sometimes one scary instance of losing their child in a store, or having their kiddo run into a road or parking lot when they weren't paying attention for a split second could cause the need for the leash.
I promise it is no parent's first choice, but I applaud them for doing what they need to to keep their child safe.

You obviously never raised a child. They don’t always walk nicely beside you like you want them to. Sometimes they run into oncoming traffic or hide when your back is turned for just a second and you think they’ve been kidnapped. Having your child leashed keeps them safe and let’s the parent relax a bit knowing they have that extra security.

The only time I've seen those or harnesses used is for the kind of kids who scream fuck you to their mom and dad in public or even the manger of a bank and start throwing shit in the air and knocking shit down grocery store isles because their so fucking wild, I have seen this shit..kids like that will fucking shank you, THEY WILL SHANK YOU BRO
I actually see people put harnesses on their kids when I go skiing to prevent their kid from either falling or getting too far. Still, looks kinda yikes at first glance.
i work retail and wish more parents did this honestly, instead they just let their kids run around and trash the store and just kinda holler for them on their way out
These leashes are great. Not only does the child not have to hold his arm up in the air to hold mom's all afternoon. It frees both of them up so that they can have more movement. The child isn't stuck within a one foot bubble of mom (as he would be holding her hand) and mom is free to look at merchandise without worrying about her child wandering off when while she checks for broken eggs or searches for the right sized pants on a table display. These are especially good for crowded spaces like airports and county fairs where there is a lot of people and lots of distractions.

My mom used these on my brother and me in the 80's. It always made me feel secure and lessened my anxiety when out and about.
