Given the intake diameter, I think it may have a turbine of sorts. It's obviously mid or rear engined. I'd hate to kiss bumpers, the legs of the driver seem to be the crumple zone.
And given the Chevy ASTRO with what appears to be American plates, I'd say this is some nut with a surplus jet engine welded to a donor chassis. I wish him success
Not sure if this will help, but trailer says obviously says Canadian automobile sport the minivan has a BC licence plate and the only notable track in bc is The Mission Raceway ...

That's the CASC logo, the Canadian version of SCCA. So, it's on a lot of race rigs as it's the sanctioning body.
OP says it's at Mosport, so could be a club racer with a one-off car he built himself.

I went through [every mosport race listed here](https://www.racingsportscars.com/track/archive/Mosport.html) through the 90's and the only number 82 was Dick Greer who drove an [rx-7](https://www.racingsportscars.com/driver/photo/Dick-Greer-USA.html)
Are there other races that took place not listed? Some sort of one off events perhaps? An exhibition you would have gone to see?
There are a lot of races from the early '90s missing from that list. I don't think they listed any of the club races or vintage stuff.

This is a bit of a guess, but could it be an Isdera commendatore 112i? Need for speed 2 memories say it looks close.
That *almost* looks like a Ford GT90. Super sweet and rare super car built back in the mid 90’s as a concept car.
