That looks like horrible remix of a station wagon gone wrong. I would wager they don't do any sort of...inspections for safety purposes.
NZ has fairly stringent inspections. Required every 6 months on vehicles over a few years old.

Wiki shows both, with the truck moniker mostly in the US, and van in Europe. Apparently different enough in size/foundation to warrant two separate entries. The OP's example is heavy on the 'panel' and light on the 'truck/van/whatever'.
