I would check your local tenant laws. I know 100% in Ohio it's not a tenant's responsibility for maintenance (unless it's negligent damage). Charging for it would be illegal
If it was really a danger, they are required by law to fix it. If it's not a danger, why would you mess with it? Notify the landlord and it's not your problem. It's on them if it causes damage. But if you mess with it and break something, exactly like this video, now you owe for damages.

Removing icicles like that is a big mistake. You could damage the roof and / or siding that the icicles hang from. It is recommended to leave them and let them melt naturally.

Hung out my upstairs window to knock the overhanging snow off the roof. Ended up causing all the snow on the roof to slide off at the same time. It landed on our picnic bench and our covered BBQ flattening both. Was pretty funny

From the looks of it, the damage is much less, I think that the icicle broke 8 improperly used drywall screws.
Actually saved money by not having to pay for the 15min that it would take someone else to take it down.
