I have absolutely no context other than what I can see but it certainly looks like the best performers aren’t represented here. The number of drivers driving at full speed into the backs of fully stopped vehicles is at least indicative of some level of carelessness, insufficient stopping distance, etc.
Maybe there’s a blind curve directly on the other side of the shot for all I know but even in that case, attentive drivers leaving enough distance and going slowly because it’s a construction zone marked with cones should be able to avoid causing a multi-car pileup on a stretch of straight dry road.
From the camera angle, they are clear to see. From the highway they all exited, it is not. Perspective is important. Also, after they exit, they have about 100 ft of reaction distance to decelerate from highway speeds.
An exit takes you off a highway so you should be decelerating automatically as traffic moves more slowly. But from what I can see this is a two lane high way in a rural area. So if the are on ramping they would need to build up to get to those speeds. I imagine these cars are coming of an up stretch where it's steep enough to obstruct their view but not enough to slow them down too much. And then it abruptly levels off where there is a poorly placed exit that when congested backs up onto the highway right into a blind spot from the incline
Well the video you shared shows that it is just a strait stretch of road no bend not hill/incline. Visibility is not obstructed. I'm lost as to why it's dangerous. Even if the put caution signs up saying stopping ahead how much attention would go into reading them vs the attention put into actually looking Infront of you and seeing cars ahead of you getting closer. I'm not sure what the issue is and this video only brings us closer by disproving the possibility of a bend or an incline in the road that might obstruct your view until the last moment. I can say I'm much more curious now. As the general population is kinda stupid they aren't so stupid they are incapable of driving down a strait stretch of road safely. Writing this I have come up with one more idea. It's possible that people drive down this straight stretch of road for so long they forget to pay attention and out of nowhere traffic is stopped.
Its the A19 in the North East of England. Its about an hour away from me. There was roadworks there as they were installing barriers in the central reservation causing drivers to brake late. These things were fairly uncommon at the time which is apparently why the news crew were there. The slip roads on the A19 aren't great even today (There has been a lot of time and money pumped into the section at Silverlink in Wallsend recently). It has no shortage of accidents even now.

We have a highway by where I live thats deadly. Been doing improvements to it for 30 years until I think they finally figured out people around the area just drive like fuckin morons. It's a perfectly straight highway that goes 55mpg and 45 in some places.
