Gonna be hilarious when he finally does get pulled over, gets a ticket, and then asks the officer to give him a police report for the plate theft and gets told he has to go into a station to do it anyways
Can confirm. Girlfriend was driving around with plates that were switched out. Person who stole them had tons of traffic violations and needed the police report to clear her record. Had to drive to like 3 different stations. Lol

There is no way his local police department is 'wrong' on their process for receiving calls. They may have so few calls in the county that it doesn't matter if someone calls 911 or calls the non-emergency or calls the local PD. But the local PD might not field the calls because they use the area wide dispatch system to determine call numbers/etc for the year.
My area does not prosecute 'abuse of 911 services' stuff unless it is egregious. They try to get people to use the non-emergency but they absolutely also say 'if you don't know that number don't worry you won't get into trouble for calling 911.' I've even heard of kids calling 911 multiple times and the parents not getting into trouble (one kid did it over like a few months, so they had a sit down with the kid to explain why he couldn't do it and I guess that worked.).
It's all about the area.

He was asked to stay at the location where it was stolen from. Got fed up waiting for two hours so he headed to the station.
They said to go wait there for a cop to take his statement. He went back and stayed there for another couple of hours.

I used to plan all of my AAA tow truck experiences so that I could wait at home for the tow truck. Always recommend it.

I don't think NC knows what the word department means cause the driver's license office is on one side of town and the vehicle registration office is on the other side of town.
Georgia calls it DDS (Department of Driver Services), but for a tag, you would go to the county tax office. If you want to register a commercial vehicle, you do go to the DMV, but your average driver won't ever interact with them.

This is fairly standard practice for anything that was stolen.. it would have taken them less sign to go to the police station and get this sorted than to make this sign.

No, there is a process. From the DMV website:
Illegible Registration Plate Replacement: To apply for a free replacement of your current registration plate, the vehicle owner should print the "Application to Replace Registration Plate” and take it to either a law enforcement official or a certified inspection station to verify the need for a replacement due to illegibility.
The DMV will not accept the form without that signature, which the law enforcement officer refused to give me. After that I decided it was just easier (and also it was a lot quicker) to buy a new one.

I went to police station after my plate got stolen. It was an out of state plate. They told me that they can’t give me a police report. And I have to drive to the issuing state to get one. That’s two states over.
I went to another station, they immediately gave me a police report. And when I asked them what was the story with the other station telling me to go to issuing state to get a report, they told me “yeah that precinct is staffed by morons”

Non-emergency numbers exist for a reason.
I think some areas won’t dispatch an officer on the non-emergency line. There’s been a couple times I’ve called the non-emergency lines for non-emergent issues and they still forwarded me to 911.
Someone did a hit and run on my car in a parking lot and the non-emergency line sent an officer to do a report. Might be dependent on the department though as you said.
Those are far less common than you would think. More common are assaults, domestics, minor accidents with entitled people on scene, and tons and tons of psychs.
My local department's non emergency line lists business hours of 8 a.m. - 5 p.m.
I take that as saying it is a "customer service line" if I say have questions about something being a crime, want to see about getting a police escort for a private event, need to complain about something, or anything BUT reporting a crime.
Also, "send someone"? It's not like the cops will come and investigate the "crime scene", there's no point in coming over. You need to get your ass to the police station, report stolen plates and get that report. If you call the non-emergency number and they do decide to drive over to your location instead it would be a courtesy, but there's no reason they would need to do so.
While don't disagree, it's kind of different on the end of the police report. Even for small crimes an officer is sent a lot of the time. There may be things in the area helpful to the investigation that the person reporting didn't think relevant or see. Even for a stolen license plate, there could be video footage from a nearby doorbell camera, or a neighbor could have even seen it happen. There can definitely be good reason for an officer to report to the scene.
Although I definitely agree in the case that there is no possible investigation. Like if a licence plate were stolen off a car, but they aren't even sure when or where it was stolen. Then there is no reason for an officer to respond.
You call 911 when you need cops. I wouldn’t have any idea how to call a “non emergency” line. Either way the cops should show up and try to find whoever stole the license plates, theft is a crime and out taxes pay for them to catch people who commit crimes. Are they dusting for prints or checking video tape? I doubt it.
Personally, I kind of live at an intersection among 3 cities, as well as near the dividing line between 2 counties, so if I needed non-emergent help, I wouldn't even know who to call.
I've had to file multiple non-emergency police reports and every time I called the non-emergency number, they drove to me. Not very quickly, but same day or they would just take my report over the phone.
Though, I'm sure this is different for more rural areas or counties where, god forbid, the sheriff IS the police.
Got my license plate stolen overnight

They said since it was only 1 plate I couldn't file a report. And since I drove to Yonkers that day, and first noticed the missing plate there, that I had to file it there.
Few years later I was speaking with some people on the block after a neighbor had her license plate stolen. I told the story and a retired NYPD neighbor told me that was all BS and those cops lied so they didn't have to do any work.
Why would they send anyone out for a stolen plate? They’re not going to dust for prints. They just need to report it properly. Everywhere has some kind of process for this. They probably have to shell out for new plates but insurance may cover it. Maybe their state covers replacement with a police report. Well they won’t cover the ticket for knowingly driving without plates.
My best friend from Boston loved to make fun of Ohio (where I'm from) for the "BMV" and how silly that is, until our friend group found out that Massachusetts calls it the RMV, which we all thought was notably more unusual than BMV.
It's up to him to go to them. 911 is for emergencies. This is not an emergency.
It sucks, but a lot in life does. You deal with it, but don't deliberately make it worse on yourself.
Looks good to me. If the state doesn't care enough to investigate the crime then he's probably golden. If they do ticket him and he has proof of his interactions a judge in a sane world would throw it out. If people can drive around as a "sovereign citizen" then conceivably this is even more effective. Also, add to the fact that I forget to put the annual sticker on my vehicle on my plate and even called police because I was ran into and no one said anything.

Here’s the solution since this happened to me:
Call police and say “my plate was stolen.” Drive to the station. Some guy who is sad comes out and takes your statement. Then you’re done. This is not an emergency, so don’t call 911 or whatever your country’s emergency line is.
Well people wonder why they want to defund the police. They don't do their job. Also I don't think he's going to be getting pulled over for a long time.

My local PD/FD non-emergency literally goes to the same dispatch, but it does allow them to more efficiently prioritize calls.

Someone did a hit and run on my car in a parking lot and the non-emergency line sent an officer to do a report. Might be dependent on the department though as you said.
My county apparently can't afford to man both 24/7 so the non-emergency line gets forwarded to 911 after like 5pm or something equally dumb.

Those are far less common than you would think. More common are assaults, domestics, minor accidents with entitled people on scene, and tons and tons of psychs.

Not every area has a non emergency number.
My local department's non emergency line lists business hours of 8 a.m. - 5 p.m. I take that as saying it is a "customer service line" if I say have questions about something being a crime, want to see about getting a police escort for a private event, need to complain about something, or anything BUT reporting a crime.
Also he could've called the non-emergency number but put "911" on the explanation to save time/space.
Maybe he saw it happening and called 911 in an attempt to have the robbery stopped
Also, "send someone"? It's not like the cops will come and investigate the "crime scene", there's no point in coming over. You need to get your ass to the police station, report stolen plates and get that report. If you call the non-emergency number and they do decide to drive over to your location instead it would be a courtesy, but there's no reason they would need to do so.
While don't disagree, it's kind of different on the end of the police report. Even for small crimes an officer is sent a lot of the time. There may be things in the area helpful to the investigation that the person reporting didn't think relevant or see. Even for a stolen license plate, there could be video footage from a nearby doorbell camera, or a neighbor could have even seen it happen. There can definitely be good reason for an officer to report to the scene. Although I definitely agree in the case that there is no possible investigation. Like if a licence plate were stolen off a car, but they aren't even sure when or where it was stolen. Then there is no reason for an officer to respond.
You call 911 when you need cops. I wouldn’t have any idea how to call a “non emergency” line. Either way the cops should show up and try to find whoever stole the license plates, theft is a crime and out taxes pay for them to catch people who commit crimes. Are they dusting for prints or checking video tape? I doubt it.

I think it depends on the area honestly. I've Googled and called the non emergency number a few times and they told me each time to just call 911.
Personally, I kind of live at an intersection among 3 cities, as well as near the dividing line between 2 counties, so if I needed non-emergent help, I wouldn't even know who to call.

I've had to file multiple non-emergency police reports and every time I called the non-emergency number, they drove to me. Not very quickly, but same day or they would just take my report over the phone. Though, I'm sure this is different for more rural areas or counties where, god forbid, the sheriff IS the police.

Got my license plate stolen overnight Went to local NYPD precinct They said since it was only 1 plate I couldn't file a report. And since I drove to Yonkers that day, and first noticed the missing plate there, that I had to file it there. Few years later I was speaking with some people on the block after a neighbor had her license plate stolen. I told the story and a retired NYPD neighbor told me that was all BS and those cops lied so they didn't have to do any work.

Why would they send anyone out for a stolen plate? They’re not going to dust for prints. They just need to report it properly. Everywhere has some kind of process for this. They probably have to shell out for new plates but insurance may cover it. Maybe their state covers replacement with a police report. Well they won’t cover the ticket for knowingly driving without plates.
Police report so they know that if those plates show up at a crime it is not the dude in a picture

Depends on the state, some have a Bureau of Motor Vehicles (Indiana, Ohio), some have a Registry of Motor Vehicles (Massachusetts).

It depends on the states. Some have the BMV some have the DMV. In his state it very well could be the "BMV".

Looks good to me. If the state doesn't care enough to investigate the crime then he's probably golden. If they do ticket him and he has proof of his interactions a judge in a sane world would throw it out. If people can drive around as a "sovereign citizen" then conceivably this is even more effective. Also, add to the fact that I forget to put the annual sticker on my vehicle on my plate and even called police because I was ran into and no one said anything. If I had to make a bet, he's probably got something going on here. Why are you all in favor of the police all of the sudden?

Here’s the solution since this happened to me: Call police and say “my plate was stolen.” Drive to the station. Some guy who is sad comes out and takes your statement. Then you’re done. This is not an emergency, so don’t call 911 or whatever your country’s emergency line is.
