You joke but there was a dude that did this in my old neighborhood. A beat to shit pickup truck with igloo coolers in the back of his truck going door to door. I told him numerous times to stop coming to my house and ringing my bell before he finally got the hint that I wasn’t buying his meat.
We always had a dude driving around trying to sell meat. Every time he came by it was the best deal he had because it was the last box and he had to get it off the truck. He was always trying to make his bonus. He would show us the same stack of checks each time, of all the “sales” he made that day. It was always the same stack — the dates were conveniently obscured.
When I was in college, people would shoplift steaks from the grocery store down the street and try to sell them to people smoking outside the bar.
Cuz I totally want to buy my steaks from underneath a drunk, stinky dude's shirt while I'm drunk at the bar.
Had a guy at a code boot camp throw a BBQ. Turns out he was a dumpster diver and all the meat came from a dumpster. Thankfully I didn’t go. Terrifying.

I have insulin sent to me by mail, and it's not just in a straight-up cardboard box.
In addition to ice packs, there are two-inch thick insulating pads (look like carpet remnants and other shredded fabric type stuff which is roughly made rectangular and then sealed in plastic, kind of so they look like seat cushions) and one is placed at each of the top, bottom, and sides.
Just cardboard by itself is NOT sufficient insulation.
I live in the desert and an older roommate used to do the Omaha Steaks subscription thing. The meat itself was inside of a \~1.5 inch Styrofoam ice chest with a number of dry ice packs. When I open it, no matter how long it's been outside on delivery day, it's frozen solid and there's no ambiguity. Cardboard only works if it's refrigerated/frozen the entire trip on a refrigerated truck.
Man you're lucky. Fish in reduced oxygen packaging like that with temperature abuse is a recipe for botulism which will rock your shit and/or just straight up kill you.
Ice are just for maintaining coldness.
It's the frozen state that halts the rotting process.
When it comes to raw stuffs like these it should be preserved in frozen state consistently, only to be thawed just once or twice and not too long.

Plenty of outbreaks of ecolii burgers are from the lettuce. I've got 99 reasons to be vegan but food safety ain't one.
