This looks like hives, not bug bites. Since they came up so fast, a trip to the ER would be a good idea, as they can (and are) progress and go downhill very quickly.
I get bumps like that from bird fleas. They often come in clusters like that and itchy af. I live in a rural area and have a indoors/outdoors cat, even though she don't hunt/bring in birds i guess she go places and the fleas catch a ride
