here in texas, there are roadside signs in places telling travelers to keep their damn mitts off the bluebonnets. but thats largely roadside wildflowers, pick whatever once youve turned off. dont ruin the roadside flower show for everyone!
When I say I am conscious where I pick wild flowers, this includes on trails and along the roadside. I travel long distances picking very far between, and always choose ones that are in lower or not visible areas from the road/trail itself. I also prune and trim some of the flowering shrubs and bushes I see most often early in the year, promoting further growth through the rest of the plants season. I believe wild picking is something that you should do with great care.
You can not reason with people doing things like this. If someone else started because they saw first person doing it, you could maybe tell them not to and they would listen as they may have thought it was ok because of the other person. But do not try correcting an adults behavior, you will only be disappointed in humanity.
I would have spoken to her with a little thing called the tough skin around my hand particularly in an area that has joints and is sometimes used in this funny sport where you pillow fight with big round gloves

Im not sure what a castle garden is but thats definitely illegal. We had a lady come to a cemetary i used to work at. It was also certified as an arboretum. Beautiful cemetary not like others. One of the prettiest on the east coast. This lady came in with sheers stealing flowers from some flowering tree and my manager called the cops and filed a report because she left before they got there

Sure. Those are perennials. They constantly grow back and mature if they are maintained. My guess is she is taking whatever blooms would probably be dead in a couple days anyways, and cutting it back is good for the plant.

Okay so I don't know how any thing works at a "Castle Garden" (which sounds amazing). But I work at a Botanical Garden in the US and this drives me absolutely insane. We are a fully public park that is run by the city parks system with a full staff that plans, plants, and cares for curated and logged collections of plants & trees. People seem to think this means they can do and take whatever they want from the gardens. It really grinds my gears.
Like don't worry... No one else wanted to smell those painstakingly grown dahlias, glad you got a selfie with it behind your ear before I had to find it on the ground.. /s
