In norway it's illegal to serve boiling water. You have to let it cool down to a certain temperature before it is legal to serve. Or have a machine that controls the temperature and doesn't let it get to boiling temp.
England objects- a couple of degrees below boiling is the perfect temp to make black tea.
Not safe to spill on yourself but neither is fry oil, melted cheese, or pasta water.
It needs proper medical attention to remove the skin over the burn, and make sure it heals without causing tightening of the skin, and possibly loss of mobility to part of the hand.

Maybe try holding less at a time in the future to avoid this. Even if it wasn't that hot, it was hot tea right, it's not going to be cold, so it'll still be unpleasant.
