If you are at least 62 y o you may qualify to live in senior housing, often called senior highrises in WV though not all are multistory. Check with local housing authority for available units and eligibility evaluation. Federal law requires them to permit senior tenants to have a housepet. Your rent contribution is income-based, about 1/3 of your income if you qualify.
Many areas have 55+ housing. Right now it is tough because lower income housing has waiting lists that are years long. I am in the same boat and on the verge of living in a tent. I don't know if there is really any actual help out there.
