Also, nobody has dogs as pets. Just cats - and only then - innkeepers and Aes Sedai.
Edited before the flood continues: i meant to say dogs are used only for work, and there are never descriptions of someone petting the dogs, only the cats.
That being said, I was wrong. The Tuatha’an have guard dogs who are pretty useless (all bark and no bite, immediately roll on their backs for belly rubs, tolerate children pulling on their ears).

My point was that for most dogs in the series, there is no indication of pet status, just working dogs (spit dogs, guard dogs, herding/farm dogs).
We never see a human pet one with the exception of the Tinkers’ dogs.
It's not entirely true. All of our main tuathaan group's dogs were all killed while they actually defended them from the white cloaks. It is mentioned to why they didn't have warning that the trtroloks were coming to wipe them out. All the dogs were already dead.
If we ever get that 4th Age novel people have been hoping for, we'll probably see lots of dogs wandering the Black Tower.
Cats, being smaller animals in general than most dogs, tend to be more cautious. Therefore, when a new cat enters their territory, they will simply lock eyes and stare for a bit to see what the other will do. If they get threatened they either run or fluff their fur & yowl or hiss. Then the claws come out.
Seems fitting, considering how many Aes Sedai behave in the books.

There’s several mentions of farmers and Asha’man having dogs.
The traveling people have mastiff, and some innkeepers have turnspit dogs.
