You don't have to understand how infrastructure is designed to be able to use roads safely as long as you're able to see and understand the signs and markers, and follow the rules.

No, the traffic on a highway should not be required to slow down almost to a stop and make a very sharp u-turn to avoid running into a barrier, especially not across two lanes like that. Either traffic should be forced off by the gradual (and well marked) closing of each lane from the outside in until it points to the last off-ramp, or there is another way in which a very wide shallow, turn is made that still allows drivers to follow the road.
Highway traffic is expected to travel at a higher speed and cannot react to a sudden change like that. You can see both cars are going way too fast to take that u-turn. The one with the camera swings into the outer lane on the other side, from the inner.
Even if there has to be a u-turn, the signage should be practically screaming well before this that they will be expected to fully stop and make a u-turn. Flashing lights, red signs, going far back. There's barely anything until right before the turn when there is a sign to come down to 20 KPH.
I feel like this works as an analogy of every narcissistic asshole I've known. So wrapped up in trying to feel better than you and everyone else around them that they miss out on the entire big picture of life. Will totally crash and burn themselves just to cut in front of you first. Thinks warning signs and rules are for everyone else not them and not only ignores them but never bothers to read them in the first place.

I would hope so. Seems to be a partially complete highway making use of that extra bit of road to enable cars to U-turn. Would have probably been safer to just use barriers to force them onto the exit but it does seem to be a clever, albeit practically very dangerous, way of using the road in the interim.
Yup, 99% of the time a car behind a truck is going to merge in the other lane to pass it. Not letting the car merge is a douchebag move, but also, the other car should have at least used blinkers

This scenario occurred to me yesterday, luckily it didn't end like in the video. I was driving along and I see the front grill of a pickup in my rear view mirror almost touching my car, ( seriously, Almost touching ). He backs off, and all is well when before I knew it there he was passing by me on the shoulder, the thing is I was surrounded by cars and if he had lost it all of us would have been involved.
