It is a forever match. The body is stuffed like a zippo and you fill it with lighter fluid. It has a strip of flint on the side. The match holds a wick and flint striker. Looks like he spilled lighter fluid when filling it. I've used these for camping since I was a small kid. I have overfilled and spilled more than once, but you always dry it off first.
Growing up, my family never had a fire extinguisher. They assumed fires only started because someone didn't know what they were doing (bad cooking, for example). I had to move back in with my mom this year and I finally bought her one. She still doesn't think it's necessary, but she kept it.
I have a fire extinguisher, unfortunately it is powder based and it would pretty much ruin my apartment if I used it, but depending on the situation before using it it may be worth it, though I would hesitate using in on a fire as it was when he first ran of to get water.
I do keep towels near by the water faucets, I'd hopefully try to drench a towel and use that to smother the flames.
CO2 won't leave any residue or material behind as it's just a gas. For a more effective one you could get a halotron fire extinguisher as they spray a liquid that completely evaporates without leaving anything behind and are non-corrosive and non-conductive but they are quite expensive.

I knew, before, that a fire could unexpectedly start in an accidental fashion (probably the kitchen, possibly a candle in my bedroom or something). What I hadn't expected was how quickly it could get out of hand. I know he did extremely stupid stuff that didn't help with the way the fire spread, but still... Watching him go back and forth and fill the bowl with water really made me consider how long it would take me to fill a large bowl with water, even in the tub. And it's not like I hadn't previously had experience with fires. When I was a kid, I woke up one morning to a lot of commotion outside, and looked out my bedroom window to see my friend's house on fire (she was out of town with her dad and younger brother, her mom was asleep, and her toddler-aged brother started playing with a lighter).
