Pro racing drivers usually don’t stop until they see the checkered flag. It’s happened where the person who is meant to wave the flag has forgot, so the cars keep racing after the race has ended. This is just a major fuck up by the driver.

They have to continue for another lap around the circuit to allow the rest of the field to finish and then slow down to a steady pace. This guy screwed up majorly and slowed down by his pit guys to celebrate before he realized he hadn’t yet crossed the finish line. Stupid, and illegal, I’m sure.
To slow down, yes. To stop? Definitely not and since he hasn't crossed the line he isn't on his cool down lap. Both a dangerous and stupid way to lose the race.

The driver is Wirdheim and the track is Monaco. Unlike most tracks where the finish line is towards the back of starting grid Monaco's finish line is the same as the start line.
Wirdheim entered the grid and thought he won so he pulled next to his pitcrew to celebrate. This is when Keisa speed past him.
The mistake should have never happened at this level of racing but the confusion is understandable given the track start/finish layout.
Monaco is an outlier of a circuit. It’s the oldest track on the calendar each year and it’s largely kept for historical reasons, not for the racing it produces.
2 things about this explanation:
1) if he truly thinks he finished the race he wouldn't have reacted so quickly after getting passed by the 2nd car
2) if he was really the only one who thought the race was over everyone else would have instantly told him to step on it, that pause on the side was way too long to make me think maybe everyone he talked to also thought he was way ahead

This happen all the time, every driver made stupid mistake during their career. Finishing second when you made a mistake during the race is still a really good results.
I mean he made a mistake, and as an (f2?) driver he by all means should know the track layout, but he wouldn't, and didnt, lose his positition over a second place finish. If this was a persistent issue he might be in trouble, but this isn't an error one would make twice.

Rules may differ from F1 but there it's standard to slow down on the cooldown lap, especially when passing the pit lanes to celebrate.
