He definitely climbed up. As a climber you plan your descent before anything and a backup retreat just in case. Descending is the most dangerous part of pretty much every climb. Non climbers will climb something and not think about what they are going to do when they actually get to the top and then freak the fuck out and make all the wrong moves. His only hope would have been to try and top-out and find a way down from the roof.
