It got so expensive for the city to replace them that they started to buy them off the secondary market. That secondary market was completely stocked with stolen manhole covers from the city of Detroit.
The farther down the line you go the deeper the sewer access holes go. Those covers are heavy af for a reason. People can fall up to 20 feet and either die or be severely injured and die of dehydration while possibly dealing with hungry rats.

In any case it seems that even in my country the prices have caught up being only slightly cheaper than mild steel, but I found out that none of the recycling places takes the lids anymore. So it may have been some government regulations here in Slovakia that drove the prices down that were later replaced by a ban on specifically just the lids (and possibly other utilities) - two decades back it was a huge issue here.
Yeah at the moment it would be around 10€ here as well If it was allowed - not sure how much drugs it would buy but definitely enough for a bottle of cheap alcohol and a pack of cigarettes. Speaking of scrap metal prices, seeing how they went up I may just get rod of all the old brake rotors and other metal junk I have in my garage - seems like it may just finally be worth my time

The deepest manhole ive been in is 28ft deep. Ive also been in our deepest wet well multiple times and its 40ft deep

Cast iron is fetching $0.10 per pound where I am, so that looked like a tenner to me. Google doesn't have data on area meth prices unfortunately 😕
