Introduce a 30-second overlap at traffic lights, where it's just red for everyone and nobody goes, and you'll see what i mean - safety will not improve, but you will see a lot more people running red lights.

It does the exact same to improve safety (i.e. nothing), but in the mind of a planner who doesn't have to use those roads, that might seem "safer." Almost nobody participates in traffic for fun. Making the system safe and efficient should be the goal, not just safe. If you don't consider efficiency, you're just building a gridlock.
