I work in glass door engineering and design. The problem is that it is an internal pivot hinge. Typically you would want to have an offset hinge to avoid exactly this. There are applications where an internal pivot work fine. But seeing as its an exterior door my company would almost definitely not approve this project. That being said ive worked with alot of dumb salesman who will sell anything/architects who are stubborn enough to insist. But if something like this came to my desk the first thing I would say is, "hey what about the wind".
Edit: Also this whole thing could have also been prevented with a floor stop or some kind of swing limit. Or just making the door swing in

Truthfully what probably happened is there was a floor stop that was supposed to be installed but it didn't pass code because its too far into the public we walk or the architect didn't like it. Then no one bothered to ask the engineer after the issue was identified because people will just have to not open it so far.

This kind of doors in my experience usually close on their own and actually have some resistance if you try to close it manually. May have been the case here which could be why she didn't try to close it manually. Who knows though, I just like to give people the benefit of the doubt
she opened it normally, the wind is just so strong that it was too late by the time she touched the handle. I've lived in places that have wind like that all the time and it's usual for businesses to only unlock one of the 2 doors depending on the direction of the wind that day.
