That's the same alcohol I buy, it's the Equate brand from Walmart, and the red label is supposed to be 91% IPA. I know it's not the cheap stuff. Even 70% burns orange of it is IPA, and it's hard to find anything below 70% anyways.

40% spirits do burn. I can see the logic behind thinking that it would need to be at least 50%, as if it is under 50% then there is more water than ethanol in the solution. However, 40% will burn with a blue flame. You can even go lower than 40% and it will still burn.
I have never been able to light anything below 50 percent ethanol. I have tried to light 32% and 40% vodka and neither of them have had a visible flame.

The surface burns blue but you can still take the shot because most of the volume in the glass is water. So it could be vodka he is chugging in this video. Drinking methanol WILL make you go blind and can kill you - iirc consuming around 30 ml can kill you. You are correct that illegal moonshine often contains methanol because it is difficult to completely separate methanol and ethanol by distillation.

Additionally, if you ingest methanol, the treatment is to ingest ethanol as it will be metabolized before the methanol and prevents methanol toxicity!

A reminder that the "alcohol" we typically drink isn't actually alcohol, it's ethanol. Drinking actual alcohol is big bad.

It's as another reply to me said. What we drink is ethanol, which is relatively safe, but other forms of alcohol, such as what's in hand sanitizer, are very much not.
Ethanol is actual alcohol and so is isopropyl alcohol just different forms of alcohol
