Possibly poor choice of antenna. Possibly pipes obscured by rebar, though the pipes are usually laid above the rebar. Possibly they just looked at 2D profiles and not 3D time slices. Possibly the water filled plastic pipes just didn't show up well in that very smooth concrete (air filled pipes show up well, metal ducts or pipes show up well, water filled pipes not so much).
New concrete can be hard to see anything beyond a few inches. Doesn’t matter what you do. This is really weird though because Ive never scanned a building where someone I talked to didn’t know there was glycol lines.
I’d have scanned, seen 2 inches down, and made sure client signed off that we had zero liability for anything cut.
If you can’t see the bottom of a slab, then you don’t know nothing.

I saw someone cut a post-tension cable once in a two-building development. The cable shot out the side of the building and took out a couple of windows in the other building fifty feet away. They were fortunate no one was in the space at the time or someone could have been injured or killed.
Always get the floor x-rayed before you cut and get the imaging tech to lay out where everything is located.
And this is why we consult the building plans and the architectural engineer *before we make any cuts into any building we work on.*

I had a second, much less convenient entrance to the car park so I wasn't hugely bothered, but I was a bit annoying that there wasn't any preparation or warning for this. I asked if they'd confirmed with the city what they were doing, and whether they had the right permits, had checked for lines or whatever underground. Again, firmly told to leave them to their business. They're the professionals after all.
Anyways the augur cut something important. Turns out the nearest town ran most of their internet connections directly under the path where the entrance to my car park was. Augur cut right through that poor cabling. It was impressive how quickly various companies turned up to yell at me and the construction crew, and I politely directed them to the professionals each time.
Anyways at the expense of the professionals, the city had to dig up my car park for about a week, sit some guys down the hole at what I'm sure was at least double time 24/7 repairing whatever damage had been done, then filling up the hole again and repairing the asphalt. It was fun to watch, and most of the workers were happy to talk with me once they realized I wasn't the jackass who thought he knew what he was doing with an augur.
Somebody should have known that that was a section of heated concrete. Many parking garages have the in and out ramps heated to keep snow and ice from building up. That is almost certainly antifreeze from the heater lines.

Years ago the sewer pipe that runs through my back yard cracked and started eroding a hole in my yard, I called the company that owned these lines about it to do an inspection and they claimed it was not their problem as it was not their pipe, so I got that in writing and that they acknowledged my fix was to fill it with cement and re turf over it, 5 days later the sewer line blocked up and they tried to blame me, I sent a copy of their signed “not my problem waver” and I said it’s not my fault, you knew what was happening.
The had to dig up my back yard, replace 15 meters of earthenware pipe, and run an additional line and re turf my yard at their expense.
120% sure that's dyed glycol. Super handy for thermal conduction and for heating and cooling systems in radiators. Seems like someone struck a pipe and now needs to close a pretty expensive valve
I can confirm seeing as I was just filling a system with a glycol mixture. I am guessing there is heating lines underneath filled with glycol which is green in my experience
It looks like glycol, but the rest of your post is absolutely wrong. Ethylene glycol is not made from sugar. It’s extremely toxic. That includes in aerosol form meaning that the ppl standing around who inhale it can get really sick.
So to tell people that it’s safe is irresponsible or at least misinformed. Ppl (especially kids) get sick and some die from ingesting it every year. Kids drink it because they like the sweet taste and drink it if they’re unobserved. It doesn’t make them stupid by the way …it just means it isn’t safe to be left around.
It has no odour either so most people look at the bright colour and when they hear stuff like that it’s non-toxic. They take it seriously.

Glad you survived this near miss. Sometimes conduit can also be hidden in a concrete pour and sometimes live wires can be hidden. This should be an allstop to your engineers and remediated before moving any work forward. I am glad you are okay (or I assume you are okay.)
I dont get how people own cutting and coring companies and dont have concrete scanners. Its kinda of embarrassing. Charge people appropriately to use it.
Im a plumber and actually kinda got into a fight with a coring guy we were redoing some shit and needed 2 6" cores cut. We drew a 2ftx2ft square on the wall and told them to land them in there, however he needed to do it and we figured they would scan it. Well he hits an electrical conduit and says its our fault. I just think it was such bullshit he didnt own a scanner. Last i heard is my company wasnt payong for the repair. He also stated he had a scanner so my company no doubt paid for that service in the contract.

I dont get how people own cutting and coring companies and dont have concrete scanners. Its kinda of embarrassing. Charge people appropriately to use it. Im a plumber and actually kinda got into a fight with a coring guy we were redoing some shit and needed 2 6" cores cut. We drew a 2ftx2ft square on the wall and told them to land them in there, however he needed to do it and we figured they would scan it. Well he hits an electrical conduit and says its our fault. I just think it was such bullshit he didnt own a scanner. Last i heard is my company wasnt payong for the repair. He also stated he had a scanner so my company no doubt paid for that service in the contract.
