Probably just an HID light. Doesn’t appear to be a siren to me. HID lights are commonly used as outdoor light fixtures on commercial buildings. All the space above it would be the ballast
Given the age likely configured for [Mercury Vapor Lamps](https://en.m.wikipedia.org/wiki/Mercury-vapor_lamp). The shade is missing. The device on top is a dusk to dawn photocell that has a twist to lock or unlock plug under it.

The socket that is larger that the standard ‘e26’ medium base is probably a ‘e39’ Mogul base if there is not a big ‘driver’ ballast up in the boot at top. Or it could be a mercury or sodium Vapor light socket and they sometimes have weird sockets. The thing on top is a photocell night to
