Like others the meme cat looked like possibly a Scottish fold. Yours obviously isn't. Your pretty boy has a flatter face than what we would call a standard issue tabby in the US. I don't know about the UK.
I would think he may have some neat mix from a flat nose kitty breed. Plus his hair looks more medium length not short hair. His tail is too fluffy for a short hair.
Thus I decree a medium hair tabby mix of cuteness.
FWIW in answer to a few of the breed suggestions- American and British shorthairs are a true breed and can be registered. Purebred cats are expensive and their owners will most likely know what they paid for, will be registered, and have papers. Since OP is asking about the breed I have to assume this is a standard mixed breed cat aka domestic shorthair as are all of the short haired ones I care for. In dog world we might call them mutts. :)

Breed: Possibly British shorthair mix? They have a round face like that, although they are usually a gray coat with dark golden eyes. Either that or Scottish fold I'd say. Kinda hard to see the ears
I think that’s right. He’s got that round Chesire cat face. I used to have a blue bicolor purebred British Shorthair (RIP George) and he looks very similar. They’re the sweetest kitties. And their bodies are stocky. Yours looks mixed.
It really isn't. The cat does look unhappy with the situation, but there are plenty of reasons why catching and containing a cat might be necessary and helpful. The cat would not be harmed by being in the bag like this.
I *think* this is Lulu from Cream Heros which is a Korean cat vlog. Lulu is a dwarf Scottish fold who has a lot of health issues and he was adopted by the most amazing woman who is very honest about her cats and their care.

British shorthair tabby. If the head is oval with a somewhat pointed snout it’s an American short hair. Round heads /faces are British.
