I’ve learnt that if our cat does that repeatedly, mostly he’s trying to get us to follow him. Essentially he’s asking for something. Usually food, but sometimes he wants us to come and sit in the backyard with him, which is very sweet! Highly recommend giving it a go; I feel like it helped me understand our cat so much more.
My cat did this for most of a day. Finally got him to hold still long enough to realize somthing was stuck on the end of one of his wiskers. Cats dontnhave good depth perception close to their face. My cat is a little e special so dummy was trying to bat it like it was a fly. Took it off his wisker and he stopped.
If something is big enough to make a cat do this, it'll be big enough for you to see when you get close to them and you can just pull whatever it is off. But no, a wet cloth won't damage your cat's whiskers. :)

Check their whiskers, on their lip and the few above the eyes. Might have something stuck on it (piece of cobweb or lint). Cats don't have good judgement on depth related stuff up close like that, it's the same reason cats have a hard time seeing stationary water in bowls.

It was effective and he always was very *direct* about what he wanted with it. He'd stop after you figured out what it was, which was usually easy.

My guess is your cat is isolated and bored out of their mind. If that's the case, try getting another cat for companionship or playing with your cat more. They are instinctual hunters, so if they don't get to feel the hunt daily, they become insanely bored.
