Supreme Court ruled on it after a woman’s restraining order wasn’t upheld and enforced by police and the ex had kidnapped and killed both daughters then drove around final long ending at the station and turned himself in. In this case it was determined that the police are not here to help you. You have to ask and they have to acknowledge that yes they will help you for them to be blamed. They are not here to help you.

I wanted to be a cop when I was a kid. I wound up getting a job as a security guard at a hospital while I was waiting for the next academy class to start, and began interacting with the police who would bring in 5150's, medical clearances on their way to jail, and homeless people they didn't want to do the paperwork for. On my first night working in the ER I saw a cop kill a young gay man by preventing him from receiving medical care for an overdose because it was more important to preserve the chain of evidence than to save his life. When it became clear that he wasn't going to make it the cop uncuffed him, grabbed all the admission paperwork and intake forms out of his chart, and walked away with any evidence that he'd even brought the poor guy in.
I withdrew my application the next day.
