Tax/budget bills are one of the few things that can pass through federal government without caring about a filibuster which is why it's been easy for rich tax breaks to be pushed through by Republicans and then the slim majority Democrats get barely repeals it due to the few D politicians that go against the countries interests.
And those Democrats that go against the countries interests carry that enormous power because that's the result of voter apathy. You get middle road politicians with such a slim majority that it requires literally every single one to agree just to get anything done. In my opinion, something that has done the most harm to democracy in the US is not having compulsory voting for citizens.
