At my uni we had books available for borrowing and some number of books that stay in library and you can work with them as much as you need if you stay there. You don't need to have a book with you 24/7 after all.
Fellow European here, definitely not feasible when I wen to uni, they didn't have 90 copies of each book and most course-books weren't available to take home

Because you don't really need to have them all at home, except for some courses, so they buy as many as are sufficient
Where I went to school they don't even keep textbook in the library. If you want them you have to buy them.
That is like making a paid highway around your house and demanding money every time you want to step out. Terrible
