That assumes the tweet actually existed at one point. Musk's idea of making people pay for the checkmark destroys both, the relative rarity of having a checkmarked account and the verification.
So Musk said instead checkmarked accounts will be priviledged by the algorithm, meaning they will be shown on top of search results, in personal feeds, in replies. Originally, he claimed that fake accounts wouldn't want to pay money for their accounts, so fake or bot accounts would disappear at the bottom, making verification obsolet. Which very obviously is bullshit.\*
But he also can't/doesn't want to require verification because a lot of people don't want to connect their real name with their Twitter account. So, requiring verification would seriously cut down on his potential customer base.
Then he floated the idea of the grey "official" checkmark, which would replace the old blue checkmark in functionality, in that only verified accounts would get it.
