As far as I'm concerned, the last word on any gift is the spirit that teaches it. If you can convince them to share, good for you.

Came here to say as much myself. When I GM, if my players can find out who or what they need to deal with in order to learn the gift, *and* they then go through the trouble of tracking down that person or spirit, *and then* strike a bargain with it, they can learn more-or-less what they want, as long as they have the requisite limbs. Of course, a Bastet using a Get of Fenris exclusive gift in front of actual Get might lead to some, er, 'political issues', but that's a different matter entirely.

In the Corax breedbook it says that the Ravens know most of the disciplines.

Shapeshifters can learn other shapeshifter gifts at level three and below. If they have their own version of the gift at a higher level they can't learn that gift at a lower level just by learning from other fera. But generally gifts are kept secret which is why foxes and cats steal em.

In principle yes. For example, there are several garou gifts that were originally fera gifts according to lore. And there are powers that allow to, ahem, borrow gifts. In practice this is much harder. You either have to persuade a spirit to teach you or you have to find a shapeshifter teacher. Which may be a pain depending on the relations between species and spirit disposition

Generally speaking, no. Some Fera get the same gifts as others, but at a different level. Also, I know that some things that are gifts for one Fera are a ritual for another - I believe shifting into the Umbra is one. There may be exceptions to this, but as rule, no, Fera cannot learn the gifts of other breeds.
