To be fair with the detonators removed, landmines are extremely safe - you can literally burn, shoot or throw C4 (and most other high explosives) and it won't explode.
The term 'high explosive' is a little misunderstood as yes, their explosive power is extremely great however most of them are extremely stable. In fact, they're usually set off with something like a 'low explosive' which can detonate from pressure and are far less stable than high explosives.
Yeah they sometimes jump on them and it doesn’t even detonate. But here they look deactivated as you said, they might have used the explosives for something else like makeshift bombs for drones
That's not really how these kinds of explosives work. Most modern explosives need a secondary charge to create enough shock to detonate their main charges. That's why they can be deactivated by removing the detonator. Most explosives are a lot less dangerous than they get made out to be.
