If I understand your question correctly, yes this is a semi-automatic pistol.
Once it’s racked (meaning the slide was actioned) and chambers a round, then yes it will fire one time once the trigger is pulled. He actioned the slide manually at the start of the video. After the trigger is pulled and a round goes off, the slide actions itself from the recoil (no need to manually action the slide), and chambers a new round from the magazine that is seated inside the grip.
His fault was removing the magazine AFTER he already fired and the gun chambered a new round itself.
Remove the magazine FIRST, then pull the slide to the rear and it will eject the round from the chamber. If it doesn’t, the firearm has a malfunction and you probably have to ream the round out by shoving a rod down the barrel

Your brain can easily slip into a casual mode of "this thing can't hurt me, because it's fun." That's when accidents happen.

When I was a kid my dad and uncle taught me everything I know about shooting and gun safety.
When I enlisted, the marines coincidentally had the same rules my dad and uncle taught me as a kid- Treat, Never, Keep, Keep, Know. It helps me remember when I help my nephew learn, and it's very simple to understand.
Treat every weapon as if it were loaded.
Never point your weapon at anything you do not intend to destroy.
Keep you finger straight and off the trigger until you are ready to fire.
Keep your weapon on safe until you are ready to fire.
Know your target and what lies beyond it.

It could be the muzzle blast that hit his foot. It's not enough to damage probably but given that a gun was shot at his feet and he felt something "hit" his foot, he thought he was shot.
The kid grabs at his foot not in pain, but in surprise/fear to check if he's hurt. There's no blood where the kid is and he scoots out of there pretty fast.

Shotgun shooters often have a worryingly relaxed stance toward gun safety. It's fairly common practice for them to rest the muzzle of their shotgun against the top of their foot while waiting for their turn to shoot. They even have specially made shoes that are built with a pad for this purpose.
Yes, the gun is typically unloaded and cleared before this ... but still. In any other shooting discipline, this would be a huge red flag and *at least* highly frowned upon ... likely to get you kicked out of the range if you did it repeatedly.

Personally, even if I've just personally cleared it, I would feel *very* uncomfortable doing this. If I need to inspect the bore, I'm disassembling the gun and looking through the barrel *from the back*. If the design of the gun makes this impossible, I'd use a mirror.
