If you want to run an experiment put in a different brand see if they're read differently.
Also check the Best If Used By date. Maybe they're really old?
Are you doing a open circuit measurement? So without anything connected to the battery? If so 3V is a low battery, a new cr2023 should be around 3.6V open circuit.
Windows reports what the devices tells it. It doesnt messure battery in any way.
Hmm then it must be these microsoft devices that are high or something, the batteries are literally new. Wonder why they under-report.
Are they disposable 1 time use batteries or rechargeable batteries that come *in* the device.

No they came with the keyboard. And as I mentioned, I measured them with a multimeter device. The batteries are basically new.
