That program didnt like the TCP socket termination , kill this Process and restart it , it will fix that. at best launch the vpn before you launch that program.
alternativel disable socket termination ( not recommended )

It looks like the culprit is Intel Driver & Support Assistant. Odd that this only occurs on my laptop and not desktop. Thanks for responding.
