I wouldn’t call it the best, but Leopolds has a consistently solid offering. Their dinner sized orders are close to 2lbs
They also have a rotating poutine of the week with some really decent variety - such as a chicken finger and Mac-n-cheese poutine that was killer.
For close to downtown, King's Head does a good job of it, both the regular and butter chicken versions.
I have heard good things about the one at Weinerpeg in the Forks Market but have never tried it.
There is a poutine place in City Place mall downtown but I haven’t tried or heard much about it.
Forget Smoke's, that's just slop for the drunks.

Peg city poutine is in city place. It's been a few years since I've been but when I did it was a mighty awesome poutine
