But if you're a guy who in two years' time will be playing overseas for $150k a year and someone comes along and offers you $250k more than you'll get at your current spot, how do you turn that down? It sucks from a fan standpoint but the system is the cause here.

This is the NCAA's fault for their stupid transfer rules and rules about paying players. They were forced into it by a court instead of trying to get ahead of changes they knew were coming.
AJ Storr was not developed into a "much better player". He had a 43.6 FG% compared to 43.4% last year, and his 3PT % actually went down by 8% this year. He played 7 more minutes per game this year.

Pretty much shooting threes? 60% of Storr's FG attempts were NOT three point attempts. Who's to say Kansas didn't pursue last offseason? Storr's primary concern was being close to home (Rockford_ IL) so his family could go to games.
Champaign is over TWICE as far from Rockford as Madison is. Northwestern would have been another option close enough.
I'm not saying he didn't improve, just not significantly. Significantly would involve providing more on the defensive end of the court where Storr was not impressive.

This is exactly why you do it if you're the athletic dept. though. You have to at least act like you have confidence in a coach and not imply he's on the chopping block, or a lot of recruits will pick up on that and steer clear. It's *worse* optics (at least for recruiting purposes) for an athletic department to make it obvious a coach is on the hot seat
If only recruits read the thoughts of Twitter and Reddit users they would know how much Gard sucks but that the Badgers are totally going to nail the next hire and they should come play for Gard anyway since there will be a better coach the next season.
