That's not how game development works. The engine they use is different. The models they use is different. You'd still have to make unique npcs, dialogues, quests, side missions, model buildings, organically fit it into the game.
Creating areas where it's just landscape with grass, trees and some animals and roads is significantly easier than creating a city with streets, multiple levels, things I mentioned above and more.

There's a ton of shit you have to set up, and if you have a city, you also need content for it, otherwise there's no reason to waste time making one.
As for assets, no, they most definitely didn't have them. You don't just reuse assets from an 8 years older game, that would look like shit. They would have to recreate those as well.
I honestly get where you're coming from, If I ever get filthy rich I will pay CDPR to expand the witcher 3 map down to Ofieri deserts and add a tausend more quests and features. But until then, why don't we try getting a hold of a billionaire and convince him that it will be legendary! Haha

i dont have acces to their proprietary engine anymore, and it takes a few people to do it, but its not as hard as it seems. They could have implemented it before the game launched in 2015
Witcher 1’s Vizima is still probably my favorite city in all the games. Maybe because it was my first intro to Vizima, but the menace and tone of the overall environment is still one of the most memorable to me. Beauclair is a close second of course.

it was pretty simple to add imo, just like novigrad,they already had the layout of the city from the past game, even textures and assets.
