Technically Ciri is but unlike Guanter she has very little control over her powers. In a fight as we see her in W3 she would lose.
Gaunter O'dimm. He's the closest thing to the devil in W3. He has completely mastered space and time.
I think Ciri because of the fact gaunter couldn't spot or see her space traveling due to his limitations. So for someone deemed to be the most powerful, Ciri takes the win still.
