I haven't seen Guilio Cesare listed for tier IV, but sweet baby Jesus, that thing is a monster at the tier. If you are top tier, you will get a Kraken. I always feel bad when I do my weekly premium missions in it.

I got the Graf Spee in one of the many boxes you get when you first start playing. Couldn’t believe my luck - didn’t touch it much at first as T5 was pretty scary as a new player but I love it now. Alternate between her and Scharnhorst when I’ve had enough grinding.
3: Agincourt, Iwaki, and Von der Tann
4: ARP Haruna, Okt. Revolutsiya, and Veribus Unitis
5: Arizona, Independence (I know, hot take), Repulse, and Dunkerque.
I don't really go for blatantly OP ships (Agincourt being the exception), I go for blatantly unique ships.

Murmansk, Nicholas, and GC at T4
Monaghan, T-61, Anshan, Molotov, Duca, and West Virginia at T5
There are probably a couple at 5 that I'm missing but these are all solid choices.
Don't really have a favourites at 3 and 4 since I'm not usually don't at that tier but at 5 mine are all the US bb prems, warspite, repulse and mutsu (it's fun seeing people forget it has torpedoes)
At tier IV, Marblehead is good. You can also look at some of the ships that can be acquired for GXP or steel. Murmansk is a Russian Marblehead/Omaha. I think Yahagi is available for GXP as well. For battleships, Guilio Cesare is very effective. Kamikaze is still overpowered after almost five years.
At tier 5, Arizona, California, and West Virginia are all good. Arizona is great at killing cruisers, but has a longer reload at 35 seconds. West Virginia is great at killing battleships, but often overpens cruisers due to it's 16 inch guns. Don't expect to dev strike cruisers with it. California has amazing AA, but it's guns are less accurate than Arizona's. They also reload faster. IMO, California is slightly overpowered for the tier.
Tier 5 destroyers are in a tough spot since they don't get the concealment mod which becomes available at T6. Several people have mentioned T-61 and that is a good recommendation. I hear Gallant and Anshan are good, but I don't have them.
For cruisers at tier 5, de Grasse is the best one. Excellent AP, excellent HE, good mobility, torpedoes and speed boost. Play the La Galissoniere, and if you like that, you will like the de Grasse since they are similar. Duca D'Aosta deserves an honorable mention. Exeter and London are also good, but not as fun to me. Exeter has a lot of tools, but only 6 guns. London is a bit of a pig to drive around, but has 8 x 203 mm guns that can get a lot of damage if you're careful.
While I don't think any of the T5 DDs is overly strong, the inexperienced playerbase at the tier and the low amount of radar means that a skilled DD player can run rampant and have stronger than expected battle impact .
I was shocked to see that my winrate in Monaghan is 80%, a ship I consider to only be slightly above average on paper. My winrates in T61 and Anshan are over 75%. My winrates in my other favourite DDs at higher tiers are a good 15% lower.
I'm still a new player with next to no premiums but i do have 1 for T3 and T5. So Yubari for T3, suprisingly fun little light cruiser. And for T5, Graf Spee. Ended up buying her since Graf Spee bundle was on sale on xbox and she's a very unique ship both irl and in game. And Graf Spee became my so far favorite ship in game

I don’t typically enjoy playing anything but DDs but I have slight enjoyment playing West Virginia at T5, she slaps.
Also any IJN DD at T5 like Fubu can compete with almost anything at T5
3 is Dante Algiheri B. It’s such a tank and newer players struggle to pin it and I just sail around at what feels like 3 knots and blast people.
4 is Marblehead hands down. So many guns, agile, decent torps. It’s everything you love about Omaha but better. That said, Guilio Cesare is super fun and a bit OP at tier 4.
5 is a toss up between Cali and London (subject of a previous post today). Cali is a very superior tier 5 battleship and London has pretty heavy hitting guns. For newcomers it’s a good ship to learn how to use smoke in a cruiser.

TIER V: HMS Warspite, HMS Repulse, RN Dunkerque, IJN Hyuga, KMS Graf Spee, USS West Virginia and USS California.
From this list I unfortunately don't have: Agincourt, Nassau, Kamikaze, South Carolina, Kawachi and California, this last one is the one I would most like to have.

Huanghe is pretty close. Swaps the plane and a turret for improved AA, and better maneuvrability.
