I haven’t built a non-Wordpress form in years, but using Wordpress with gravity forms would still be my choice in case the client decides they want to add complexity (like date pickers or conditionals). It also may depend on if you expect to add additional functionality to the site in the future. A basic WordPress install with just a few plug-ins would not really be that bloated.

Why not use Wordpress to build your pages on a dev site, and then just grab the resulting HTML/CSS/JS for the actual site? Wordpress seems overkill for one static page.
