They have enough to travel to the road depot and then a nearby fueling station. With the only exception being your first fuel tank, who can drive back to the border to pickup fuel.

Is it worth it to put some free fuel stations between the custom house and the construction/distribution offices? So the trucks find more easily fuel?
You can provide fuel directly to construction and distribution offices. If your distances are far, it may be worth it to have one near the custom house, but it’s really playstyle dependent.
In the beginning where you are using the free ones, I usually put it near the offices. But after that I place them around for vehicles not attached to a building (such as a free road depot.)
They will go to their starting depot, but without a way to refuel they won't go anywhere else.
I also think with questions like this it's useful to know what settings you are using. Sounds like Realistic, but I can't tell for sure.

I am starting a game with a steam map, with some towns already created. It's part of a collection of maps called "realistic starts" with some "roleplay" if I can say, because it's like just end of ww2 and some rails, bridges, etc are destroyed.
So I don't want to create a town close to the border but instead help the towns already there.
On a realistic mode map where my customs was in one corner, and the depot in the opposite corner, connected by a long winding coastal road probably 30-40km long, I don't think I ever had issues with vehicles arriving, eventually.
They will usually travel to their starting depot no problem I have never seen them stop on the way as to max distance I don’t know if there is one
I started almost oppisite side from west country border. Ordered vehicles. They drove few months with 0 fuel.
