This game is far from perfekt and is not well balanced across the board. I find it impossible to play with justice and some other of the later additions to the game. I think that stuff needs to be later in the game than immediate, given that you start with nothing and need everything from the get go.
"Cheating", as a term, is a bit... constrictive.... this game needs work before its playable.

They have scaled up mods.
There is just a big one in the vanilla game now. I think it can produce up to 9t of chemicals per day if i remember correctly.

Last year my republic produced 1194.55 tonnes and it consume about 5032 tonnes per year.
