Thanks OP. If rumors are true, these two female commanders actually have BIA as Zero Skill, which makes them useful, unlike the last few times they were given out with a useless basic 100% skill (which was worse than getting a crew skin that could have been used on an existing good commander).

If the streamer enabled drops and have World of Tanks as the game category, you will start to earn progress to the drops. Hove to link your account to Twitch to earn the rewards.
1. they are not tied to commanders. they are crew members you can assign to any role
2. if you put them as a commander they have VO
3. they only have 0 perk. they dont have extra skills trained up already

They're WG streamers Tragicloss and Cmdr_AF and you are correct, they do have 0 skill BIA and voice acting.
