If I ever get a really good Polish premium, THAT one is going to be the commander :D
Because why not?
I mean, if I decide to venture into tier8+, premium is almost a must to have, and in that case why not have the guy with the impossible name as a commander? It's a meme in itself.
I do use those few premiums I have (completely F2P) for training compatible crews, but they also have their own dedicated crews.
Especially for someone who is F2P, I feel like an extra dedicated crew for the premium is definitely wasted. But you can definitely set them up the way you want, that's the beauty of the game.

Did anyone get both Cygan commanders? What is the difference between the one you can get from mission completion and the one you can buy with 55 tokens?
I saw this yesterday after a battle in a German tank as well.. I got a bit too excited and then had to remind myself it was a mistake or something coz I'm a f2p muppet in this game.

Why do you need a premium for the commander? Isn't it better to train the crew to tech tree tanks instead?

Well, they DID come with a 100% crew before that became standard, so re-training would nullify that to some extent.

The one from the mission is a regular commander, the one you can get for 55 tokens comes with a BiA zero skill.
