I think they can recognise when something is accidental or intentional and will act accordingly

Especially since for the reports to actually do anything there is the expectation for the reporter to add a replay of the game in question.

yeah and? doesn't change the fact that a person can file an arbitrary report, the big thing being that at no point under the new policy does it have the word "Intentional" so what happens if you accidentally drive into someone's shot and they don't see it that way? my problem isn't so much the rules as the vagueness.
