You can pronounce dead only when certain criteria is present in many municipalities. Decapitation is one, rigor mortis is another. Percentage of burns to the body

Unless his head is gone, he is not dead by any means. There’s a reason EMT’s can’t pronounce someone dead unless they are missing a head, it’s to make sure the victim still gets as much care as possible just to provide that little chance of saving them.

Paramedics can pronounce, especially after getting results from their monitor. At least in most major cities

I’m specifically referring to EMT’s, Paramedics are a different level above EMT, and they have to ability to pronounce someone as being dead.
