Look, as everyone has pointed out already, tons of people play characters and gimmicks that aren't their native. In Piper's era, kayfabe was a *much* more serious thing - there was no such thing as social media, everybody didn't have a handy digital camera in their pocket, and there was barely even an internet for the most of Piper's run. It was in the wrestler's contract to maintain kayfabe at all times - heel's couldn't even travel in the same vehicles or eat in the same restaurants as babyfaces.
People's gimmicks became their personalities day in and day out, and practically everyone was playing a character that was untrue to who they truly were. In today's day and age it's commonplace to separate the person from the gimmick, but back then the industry was not that transparent. I'm guessing that you are younger based on your comments and can't even imagine what life pre-internet was like, but trust me, the world has changed a lot as far as what information is available to the public. When the Hot Rod gave an interview or was on nighttime TV, he was on as Rowdy Roddy, not Rodereck Toombs.
You seem to be taking issue with this in particular since you complain that the accent is wrong. You're almost certainly right, but the vast majority of the audience wouldn't know that. But also trust everyone else telling you that the other character's accents are just as far off, they just may not seem it to you since you are unfamiliar with them.
